UNODC’s Learning and Innovation Programme, under the Crime Prevention and Criminal Justice Section, develops and delivers cutting-edge tools, activities and resources to build capacities that enhance criminal justice responses to diverse human security and health challenges. The Programme works closely with other UNODC programmes, UNODC field offices, Member States and criminal justice institutions and academies.

The Learning and Innovation Programme’s areas of work:

  1. Delivering digital training on all thematic areas under UNODC’s mandates
  2. Providing pedagogical support to counterparts to enhance their capacity-building activities
  3. Supporting the digitalization of criminal justice institutions’ internal operations

The Programme aligns with the UN 2.0 vision, which calls for leveraging digital and innovation expertise to foster a forward-thinking UN culture empowered by cutting-edge skills.

Digital Training

SPARK: The UNODC eLearning Platform

The Programme delivers digital training through SPARK, the UNODC eLearning Platform. It provides cost-effective, accessible, and adaptable learning solutions to support continuous professional development and overcome geographical, temporal, and linguistic barriers.

SPARK is operational 24/7 and accessible globally, offering tools to over 250,000 users, with 800+ eLearning modules in 30+ languages.

Mobile Application

The SPARK mobile app allows users to download modules and learn offline, enhancing accessibility in low-connectivity areas.

Digital Training Tools

  • Self-paced eLearning modules: Scenario-based, interactive learning
  • Localization: Tailored modules for regional contexts
  • Microlearning: Bite-sized, topic-focused modules
  • eClasses: Synchronous and asynchronous virtual classrooms
  • Knowledge hubs: Webinars, forums, libraries, podcasts
  • Virtual Reality: Immersive simulations for hands-on training

Pedagogical Support

The Team supports the development of learner-centered content, tailored activities, and blended learning strategies, combining digital and face-to-face training.

Digitalization

Enhancing Internal Operations

The Programme helps institutions digitalize internal processes such as data management, administration, and training delivery.

Enhancing Digital Skills

Training curricula build participants' digital literacy, from basic device use to advanced skills, delivered online, face-to-face, or in hybrid format.

Mobile Training Units (MTUs)

Portable units provide offline access to SPARK and on-site training in remote areas. Each includes a server, laptops, and router, functioning 5 hours without power.

eLearning Centres

The Programme has established 60+ eLearning centres globally, offering digital and hybrid training environments with tailored equipment and support.
